MVC SAAC MEETING
March 4-6, 2005
Omni Majestic Hotel-St. Louis, MO

1. Welcome and Introductions. All attendees were introduced and welcomed to the committee.

2. Review of Minutes-March 2004, August 2004. The minutes were reviewed and approved as written.

3. NCAA Issues.
  • a. Legislative Process. The NCAA Legislative cycle was briefly discussed and reviewed in reference to the 2004-2005 status.
  • b. Legislative Proposals-NCAA SAAC Positions. Chas Davis reviewed select proposals and the NCAA SAAC positions.
  • c. MVC Legislative Charts. The group reviewed the MVC positions for the 2004-2005 legislative proposals. The MVC SAAC positions are reflected in this chart.
  • d. NCAA Sports Wagering Task Force. Reviewed the results from the NCAA Sports Wagering survey. Also noted that there are continued educational efforts regarding agents and amateurism issues with international studentathletes.
  • e. SAAC nomination process. Chas Davis reported that the NCAA SAAC is encouraging conferences to submit NCAA SAAC nominees determined by conference SAAC rather than a selection process determined by an administrator.
  • f. One-Time Transfer Exception Ad Hoc Committee. Reviewed Proposal 2004-48 and its impact on all student-athletes. The group continues to discuss the merits of this proposal while waiting for the Ad Hoc committee’s research. Reported that the proposal has been tabled until the 2005-2006 cycle.
  • g. Student-athlete Opportunity Fund and Special Assistance Fund. Reviewed the permissible uses of these funds and its intended purposes. Many student-athletes remain uninformed about these funds although they’ve been in place for a few years.
  • h. Division I Regional Leadership Conferences. Reminded the group to attend the 2005 Division I Regional Leadership Conference in Indianapolis. The Missouri Valley Conference student-athletes are eligible to attend this conference. The exact dates of the conference are not known but it will be held in the fall.
  • i. NCAA Scholarship and Internship Opportunities. The committee discussed the various internship opportunities available through the NCAA and related organizations. The staff was directed to send all information about internships to the committee to be forwarded to all student-athletes.
  • j. Male Practice Players. The committee discussed the merits and issues associated with use of male practice players in women’s programs. The group was split regarding their position on the issue. Some felt it was necessary in order to maintain the numbers to be able to scrimmage during practice. Others felt these male practice players were afforded opportunities and benefits that other female student-athletes in the department were not afforded. Agreed that this topic would be discussed again in the future.
  • k. Academic Performance Reports. The staff conducted a review of the APR data and distributed information for their reference. The committee also received a brief report on MVC schools’ APR data.


4. Sportsmanship
  • a. Policies and Procedures-Sportsmanship Handshake. Reported that the new MVC sportsmanship handshake has been implemented for all team sports and it is being received very positively.
  • b. MVC Ad Hoc Sportsmanship Committee Report. Reviewed the minutes from the last teleconference of the MVC Ad Hoc Sportsmanship Committee and reported that the committee is now a standing committee.
  • c. Institutional Sportsmanship Awards. SIU and WSU reported that they have implemented an institutional sportsmanship award procedure although it is experimental. The criteria continue to be a challenge.
5. NCAA SAAC Newsletter. Chas Davis, the Editor-in-Chief of the NCAA SAAC newsletter, reported that the winter/spring newsletter will be circulated within the next week.

6. National Student-Athlete Day activities. The group reported institutional activities planned for the April 6th celebration.

7. Student-athlete Participant Gifts. The staff requested the committee’s input on any ideas for future participant gifts. The committee was excited about the Aeropostahl apparel, the chairs and the blankets. Ideas for future gifts included pull-overs, sweatpants and duffle bags.

8. Institutional SAAC Reports. Student-athletes reported on the progress and activities on their individual campuses.
